IMO, and from reviews I'm seeing on amazon, you should probably get something a little bit more powerful to cool a 9950X3D. It does depend on exactly what you're doing on the 9950X3D but if you can afford that CPU, I feel like you shouldn't skimp out on your cooler and you should get something really high quality.

It would work just fine on a 9950x3d how ever this one maybe louder then lets say a Peerless Assassin from ThermalRight or similar coolers.

Ryzen 9950x3d has a 170W TDP and this cooler goes to ~ 270W TDP
