I was able to find them all through Steam itself. On Steam, click on Store -> Featured, then click on Points Shop at the top. In the points shop, click on Avatars at the left (under Profiles), then search on "Cyber Core" at the top in the search bar. This will get you two of them. Then click on Backgrounds (again, at the left under Profiles) to claim the other two.

Launch Steam
Hover over STORE and select 'Points Shop'
Once inside THE POINTS SHOP, click on 'From Sales & Events' in the left column
Scrolls down to bottom of page until ENTIRE page loads
Hold down Ctrl and press F (Ctrl + F) and type in Free, box should appear top right
I found 13 free items
Might work in browser as well? If you try, please post.

I don't know what this is but got it anyway. I bet I'm not the only one. Side note, I wish there was a good way to be notified of the free/almost free AAA titles that pop up on Amazon/Steam/Epic occasionally. I usually get most of them but miss some too.
