As a test, I searched eBay for Optiplex 5060 and 7060 (with 8th gen i5), and found several with either 16 GB of RAM or 8GB and an SSD included, for under $100. A much better buy than this deal. You just need to be able install Windows yourself (which requires temporary use of a separate PC and a 16GB thumb drive); less than an hour's worth of work and you're done.
