I have not used either, but I did have another 13.5 amp model that recently died.
The $33 one is 2.5 amp. Both are 110v, so more amp means more watts (power). 2.5 amp at 100 v means 275 watts, And with 1 HP being around 746 watts, that one is less than 1/3 HP.
13.5 amp at 110 v is 1485 watts, which is about 2 HP.
So at around 3x the cost, you're getting around 6 times the power.
Also, 2.5 amp tiller will basically till sand and not much else. My old 13.5 broke down packed clay. Took me a while and probably why it died eventually (after 10 years) by getting the internal gears stripped. But a 2.5 amp tiller would probably just skip along the surface.
