This game was hyped up to be the next dragon ball z budokai tenkaichi 3 but it flopped so hard for some reason, dragon ball xenoverse 2 came out in 2016 is still getting updates and more popular

That's disappointing to hear. Budokai 3 seemed huge!
I know this has a bunch of "what if" scenarios, does that add a lot of playtime for single player or is the overall SP experience short?

Balancing is much better now. Health is stabalized for all characters and damage is reduced however it is still difficult one on one for a 2 DP character to defeat a 10 DP character. So you won't see Master Roshi take out Gogeta.
