You could wait for the refresh, but plan to wait a couple years. They don't refresh the Mini very often, as shown below, and the 7th gen was just released last fall.
4th->5th gen took 3.5 years
5th->6th gen took 2.5 years
6th->7th gen took 3 years
And while the M processors are great, this particular device is pretty great with the chip it has (I believe it's the A17 Pro). At this price, it's worth picking up if you want an iPad this size and you want it now or soon. I upgraded from the 5th gen to this one and have been quite satisfied.
I'd wait for the M versions of these not because of the faster CPU but for the increased ram which will prolong the life of the device.

If you're waiting for an upgraded Mini it's more in the hopes for an OLED screen. I've been loving my Mini (A17) but the second they release an OLED model I'm getting it.

Single core benchmark puts 17pro on air m3 level. Single core is everything one does daily with an ipad as browsing and opening apps.
The only place where m chips come into play is multi core and gpu in return for excess power draw. So if they cram m chips here it will work 4-6hrs tops.
What do people use iPad Minis for? Internet, Youtube/streaming services... and ?
It is basically a better phone. All the things you do on your phone at home could be done better on ipad mini. That is browsing, youtube, remote desktop to your laptop or mac mini at home. Though i am not convinced yet to buy since i have an iPhone and macbook.
