I have both a Cuckoo and Zojirushi and they both make perfect rice. I had another Zojirushi that died on me which is why I bought the Cuckoo so I'm suspicous of their quality control on newer models.

Whenever I cook rice, I've been boiling rice in a pot with excess water and draining the water containing the starch. This results in non-sticky rice as well as less carbs.

Is there a rice cooker that achieves the same by steaming and collecting/separating the starch?

Costco has the Tiger 5.5 cup micom rice cooker for $79 (made in Japan). I've only owned Zojirushi cookers made in Japan, not sure if there's a significant difference compared to the ones made in China.
Would you buy the Tiger made in Japan over the the Zojirushi cooker made in China?
