FYI this one does not meet the personal item dimensions neither for Spirit nor for Frontier:
Spirit: Dimensions must not exceed 18 x 14 x 8 inches (45 x 35 x 20 cm) including handles and wheels
Frontier: must be no larger than 14" H x 18" W x 8" D, including handles, wheels, and straps.
Meaning the airlines might ask you to pay for this as carry-on. And if you are still paying for carry-on - you probably want to bring a larger bag instead - which is a maximum of 22 x 18 x 10 inches (56 x 46 x 25 cm) including handles and wheels.

I prefer a backpack for a personal item bag. The biggest perk is your hands will be free, and you can use the restroom without having to set your bag down.

That's insane, but I used to fly constantly, and would call some flights the "goats, pigs, and chickens" flights. These were often flights at odd hours when I had to leave in a hurry/late/etc, and my fellow "passengers" wanted to bring their farm animals with them. Overhead bin space was a "challenge"..

I'm sure the airlines want to reduce your personal space to 18 x 14 x 8 inches, meaning they just want the fare, not the actual people.

I mean, you're talking about Spirit and Frontier, they are cheapest bargain airlines that offer no frills fees and charge for every convenience you wish to add, like carryon bags.

There's a cheap ($19ish when on sale) Walmart Protege 18" Pilot carry on luggage that fits the frontier and spirit personal item dimensions. It's been great. Last month we had a scare where the lady told us to go back to the gate desk and have it measured. I put it into the metal box and voila, it fits in the personal item metal box. I came back to the line and the lady by the gate couldn't believe it and double checked with the lady by the desk who checked it and she gave thumbs up.

Bought a take-off personal sized hardside luggage to use as a personal item for frontier and spirit 2 years ago. The gate attendants are always salivating when they see me holding it without a carry on and are always shocked when it fits perfectly in the sizer lol. It's overpriced and not the best quality but its perfect as a personal item, never liked the duffel bags made for this because I would always question if I overpacked it but with hard side this is never a question in my mind. Not sure if more brands made similar yet but this was the only option I could find for a hardside personal item

Waiting to see overhead compartments for each seat for paid carry-on items.
If there are 3 Seats, than 3 individual overhead cubbies or lockers with fixed width, your luggage doesn't fit there, then it doesn't comply with size requirements, back to check-in with a penalty.

Any idea what kind and exactly how many wheels does it have?

It surely is not a spinner but does it have 2 (in the back) or 4 (2 front and 2 back) fixed wheels? Woot description says following:
