so if I'm buying for a laptop (that has an open slot), do I use the heating or is that for external applications? yeah I know I can Google but I'd rather get 100 bad answers here.

Anymore high performance electronics come with increased heat generation. Under normal circumstances you might be ok without one, but under load it is best to have a heat disipator. Now whether this is a good option for your laptop or not it would depend on the space available (laptops having less space will be limited on what heat sinks you can fit & if you don't have pcie 5 you might as well go with a previous gen memory stick and save some money)
