I guess it depends on the ventilation.

The TP holder I currently use only has 3 rolls in it, but I've never noticed them being affected by moisture. But I run the fan when I'm showering and for a little while after the shower.

The one I use [amazon.com] also doesn't have a hole in the side like this one, so that probably helps.

Totally depends on your bathroom. In my master/en suite bathroom, the one my wife and I shower in most days, the toilet has a separate room. And then the rest of our home's bathrooms, either there isn't shower, or it's infrequently used. So it's a non-issue for us.
But, if the bathroom you intend to put this in is frequently moist/damp, it may be a concern.
