Hertz' rates are lower these days because of the never-ending terrible news about them. In addition to jailing people improperly which didn't stop for years (and, believe it or not, still happens), now they are overcharging for often-fictitious damage fees.

Revenue and rentals continue to decline because customers understand the kind of company Hertz has become.

I dont book with them anymore out of principle due to the potential for the massive return/damage fees that's referenced above. I've had luck using my prime membership for avis rates: https://www.avis.com/en/offers/pa...n-benefits - its not always the cheapest, but when it is its saved me a few bucks.

Just got done with Hertz on a rental and I'll never use them again. Rented in Ireland, confirmed with my card issuer and Hertz CS that my card would cover any insurance requirements in Ireland, arrived to pick up the car and desk staff refused to accept card coverage.
Desk staff stated that my card company and Hertz phone CS didn't know what they were talking about, and with a family of 6 that had been traveling for about 16 hours straight, I reluctantly bought their stupid overpriced insurance (FYI, the owner of Hertz Ireland is an insurance company) because we had already paid for the rental itself.
Looking online and talking to locals, Hertz heavily relies on insurance and damage charges as additional revenue pathways, and in the case of Ireland, preys on travelers who don't have the time or flexibility to change their rental plans.

Also note that Hertz has their sub-brands Dollar and Thrifty and the same issues apply.

LoL, I was in Scotland years ago and got talked into getting supplemental tire insurance, not too expensive daily and my insurance apparently didnt cover it. Of all the years getting rentals in Europe it was the first time I got supplemental.

Well, on the 2nd day of driving I hit a pot hole full speed, popped and dented 2 tires. That extra 16 pounds daily saved me from a big bill.
