I've run into that issue before on Amazon and have tried to figure out why.

So as per chatgpt: "That Amazon error means the seller (or Amazon itself if it's shipped/fulfilled by them) has restricted delivery of that laptop to your location. A few common reasons:
Import/export restrictions: Some electronics aren't certified for sale in every state or country. (For example, battery shipping restrictions, Wi-Fi card compliance, or energy efficiency rules.)
State laws: Certain U.S. states have rules about electronic waste recycling, environmental fees, or certifications (like California's energy efficiency standards).
Amazon policy: Sometimes Amazon blocks shipment to certain ZIP codes because of warranty coverage, service region limits, or agreements with manufacturers/distributors.

Yes, I've given over my thinking to the bot overlords. haha. But that's honestly about as good as an explanation as I've been able to find. Still dont know why certain things wont ship to me, and I've only seen this sort of thing lately when I've come across some really good laptop deals and get hit with the dreaded RED TEXT of Doom.

Almost same. I have this one from Costco. It's just 10Hz more for $10. Not really noticeable. Also, G-Sync vs. FreeSync. Depends on what graphics family you have. Just for the sake of compatibility.

They are similarly priced but the HPs are 165Hz while these are 180Hz.

Correct and even during gaming it won't matter unless you are above 165 fps.
