From the Targus website...
> IMPORTANT: This product is ONLY compatible with DM4240PUSZ and requires AC power via the primary monitor to create a dual-display experience.
That other primary monitor has DC outputs. Looks like you connect this to the primary monitor via a single combo cable that has video and DC power connections on both ends. This monitor does NOT appear to come with a power brick/cable.
So unless you have that other Targus monitor, I would avoid buying this.
