I don't know if they are rare or not, but they aren't very popular if they are on Woot

So, to be clear -- these aren't a card game in and of themselves. They are a set of cards for playing with Dungeons and Dragons, and can't be used outside of playing D&D at a table with other players and a DM.
Add to that: there's a new version of D&D that came out last year. These cards are loosely compatible with that version, but there are likely to be some changes.

These aren't like Magic cards. More like Flashcards for playing D&D.

Weirdly, this might be exactly what I need. I'm just getting into it with a group and, honestly, I hate flipping through the digital resources to find the 2-3 spells my character "knows". Yes, I could copy/paste into a document, but my screens are already filled with data during play, and having a hard copy can be handy. $4 is worth it for the time I don't spend prepping my own copy.

These are the 2014 Rules Spells not the new 2024 version.

Beneficial, definitely; these look like the 2014 version though. 2024 edition - some spells were modified, some were added, others were eliminated. As a player, index cards for your learned spells work fine.

good price tho

As others have pointed out: these are not a game, these are reference cards for when you're playing D&D 5th Edition (2014). A new edition of D&D came out in 2024, but it's pretty much an update to 5th Edition without being a complete overhaul. Since these are based on the 2014 release, there may be some inaccuracies if you're playing the 2024 edition, but that may be true even if you're playing 2014 edition and these cards haven't captured the Errata corrections - when the game designers review and make edits to wording to better clarify how the spell (or ability/feat/item) is intended to work. This is also how they close loop-holes players have discovered or unintended synergies with newer spells/abilities/feats/items in newer content.
So if you're a newer player and you don't mind that they might be slightly off from the most recent 2024 release, this can be nice to have. Even if you're a veteran player, these are nice to be able to reference so you don't need the books open at your table all the time. If you're playing digitally, like on Roll20 or D&D Beyond, the spell descriptions are all there, so this might be less useful.
A good deal at $4.
