That being said, 90% of the stuff I've bought from Bullseye Deals has been great and at huge discounts. Likely just returned products. If I ever need to buy something Target brand specific (ex. Threshold bedding), then I check Bullseye Deals first. The key is to only buy "brand new with tags" stuff from here. I've bought "new without tags" and it was definitely used. But the customer service has always been good and I've received refunds on bad items and they let me keep the product. It's a professionally run eBay store. It's not just some random company selling stuff out of their garage.
From what I've seen, it seems highly likely the merch is actually salvaged from Target. I'd be more concerned about the condition and whether it's represented accurately. The above post makes it seem like not too great a risk, which is good to know.
