Yes and no. It's a 12v trickle charger just less automotive-oriented. I used the 25w one in their link for trickle charging a vehicle of mine and it worked perfect. If your cigarette lighter shuts off when the vehicle is off then the one in the OP will do nothing.

After reviewing both deals, the OP linked deal is more portable while the other deal is more for a stationary mount. The stationary mount does provide more power.
