pretty sure this JUST the panniers not the racks/mounts. (of course). havent used these but good price...

Was looking at this exact item before the price drop. Got it and it seems great. Only issue is that is stinks like cigarettes, badly. I returned the first one and got another one that smelled almost as bad.
