So between a nominal 1000W/1.3hp and a speed of 45kph/30mph this can't be a bike so it is either a moped or a motorcycle or not street legal
In California Indiana, New York, New Jersey & Michigan it is a motorized vehicle that requires registration, plates, driver's license, etc. This is assuming it has a VIN and even can be registered. I would be stunned if Aliexpress was a certified moped/motocrcycle dealer.
So if you are someone that local police might give a second glance, this device exposes you to a lot of risk for operating an unregistered/uninsured/etc/etc vehicle.
