It's legit, I just ordered a set for my grandson. I had to search to locate the discounted sets since OP's link does not take you directly there. The 30% comes off in the cart when purchasing, if you have a membership.

I'm a target 360 member and I saw the link, clicked on it, added the selected set and didn't see the extra 30% off. Am I the one having trouble getting the discount?

It comes off in the cart as you purchase. It will show the discount before you complete the purchase.
