Thanks for the post. I just got a 5080 and was using an ASRock B450m Steel Legend with a 5800X3D. The main reason for me changing to a B550m board wasn't the PCIe3.0 vs 4.0 and it wasn't because of the PCIe4.0 NVME speeds either, since I likely wouldn't notice 5 second boot time vs 4.5 seconds.
It was something more important... More aRGB and fan headers. All jokes aside, I only had one NVME slot for PCIe and wanted a SSD as a gaming drive. The Steel Legend had only one PCIe3.0 NVME and one Sata M2 slot that also took up a sata lane. The wifi and Bluetooth option was nice as well, though I am wired. Cases also have 3.1 USB headers that the ASRock did not have so i had to split and adapt it. So this was a 30-ish dollar upgrade once I sell my B450m board. Not bad for wifi, Bluetooth and 1-4% performance increase in performance on the existing stuff using PCIe4.0 vs 3.0 on the B450m.
I'm not letting go of the 5800X3D for the foreseeable future since the resolution I play at is GPU bottlenecked anyway. Good deal for a new "premium" board from an old generation.
