I know quite a few people don't like purchasing OEM or third party ink at Staples, but there are some people like me that _have_ to purchase OEM. Plus, this week you get 50% back in Rewards for online ink and toner purchases.
So: instead of getting 500 points for each of 6 carts ($15), you get 1000 points ($30). It's up to you to figure if it's worth it.

However, I am also getting the "Oops! There was a problem while activating offers." when trying to activate it.
To answer your question more specifically: I'm assuming that you can still get the 1000 points per recycled cart, even if you pay less than full price for the ink carts you purchase beforehand (whether by points or by coupon), but I suspect that you wouldn't get the 1000 points per cart if you pay for the entire cartridge with points. Probably.
However, I am also getting the "Oops! There was a problem while activating offers." when trying to activate it.

Every post about Staples Ink Recycling should come with a Slickdeals General's Warning that "Participating in this program requires buying overpriced cartridges and toner at the risk of being excommunicated as a Slickdealer. The only exception is those who for reasons of corporate Printer Health Policies are required to buy OEM ink and toner."
(Example I've been buying Canon 104 clone toner cartridges for years on eBay for $10-15 each and Staples wants $99+ for the same!)
