That's entirely false. I've been using ONR for 15+ years. It's the only soap I use. Dust, dirt, salt, etc.

From what I can tell, blue is the classic ONR (optimum no-rinse) without the Carnuba wax additive. Green has carnuba wax included. People who use more 'advanced' waxes or protectants like Ceramic or Graphene coatings will likely prefer classic ONR.
If you don't already use those, the green is probably the better choice, like a 2-in-1 shampoo if you don't use already use fancy conditioner.

My car already ceramic coated so I prefer the blue version. I never use ONR but similar product goes by the name Wolfgang uber SIO2 rinse-less wash is literally works the same. This concentrated formula can make several different products: detail spray, lube spray or rinse-less wash. I use the detail spray daily to keep the paint in pristine condition. If too dirty, I use 2 buckets wash method. Add the mixture into spray foam and spray it on the vehicle paint to encapsulated the dirt. Wait for few minutes then wipe with microfiber towel panel by panel, frequently clean the towel into clean water bucket. Before I dry the surface, I usually spray with hose to clean all the remaining dirts. Use large microfiber towel to dry the surface. No more pressure washing needed.
