[UPDATE: above price was for model UE30050PQ that OP linked to. There is another model UE30050C [amazon.com] with same 30000mAh capacity but slower 10.5W charging (5V 2.1A only, no QC/PD) for $32 - 16c = $16. Both coupons are gone now.
FYI, per the product page, the seller is "Energizer Power Packs" with business address "Tennrich America, Inc., Diamond Bar, CA 91765" and the manufacturer (and brand licensee) is listed as "Tennrich International Corp." of Taoyuan, Taiwan.
Though this power bank does not require any FCC certification, Tennrich does have numerous FCC listings since 2019 (if not earlier) for various wireless charger/power bank and Bluetooth speaker+power bank (Energizer branded if you check the External Photos), all of which require FCC certification, so they appear to be a legit company.
