There were things in MGSV that indicate he wanted to pull a Rebuild of Eva, and make the remakes have a slightly different plot - with Liquid Snake existing in MGS2/4.
They can't do that unless Kojima is a supervising producer. Otherwise they're stealing his unfinished work.
This also lets them work up to 3D versions of MG1 and MG2.
