The partial foam tips combined with the deeper insertion in the ear take ANC to a different level.
I walk on the sidewalk a lot, and cars can fly directly by me a foot or two away and they're barely audible, where the Pro 2's still have a lot of audio that makes the cars more bothersome...
Both can make cars almost inaudible a couple lanes across the street, but Pro 3 for close sounds hands down
Also: the Apple cleaning guide using a small brush and micellar water works incredibly well. My Pro 2 transparency mode was so bad it almost sounded like noise cancelling, and after the micellar water cleaning they were basically brand new and I could barely tell I was wearing AirPods with transparency mode. Great way to refresh ANC/Transparency on your older AirPods!

I tried. They offered me $0 for my 1st gen.
Am I doing something wrong? it will works and still hold charges pretty well.
Not too happy about it. What I expected: better ANC.
Maybe the sound is a little better, but not worth the cost -like at all for the APP3

It was over 3-4 years since the APP2 came out and the only thing the APP3 adds are foam ear tips, no new sound drivers, no new hardware for sound/music, neglible microphone improvements, and most importantly THE SAME CHIP that shipped with the APP3 nearly half a decade ago
I bought and returned the APP3 and bought a second set of APP2.
What no one is mentioning is comfort, out of all the AirPods models Pro or not, these are by far the WORST in comfort. There are Reddit threads where people return them based on comfort alone some say a few weeks will soften the tips making them usable.
Read the rumors a new set of APP with a NEW CHIP is coming out way sooner than this "revision"

Still have not tried it yet. I would have returned but from Apple is a short window.
What I have noticed is the noise canceling is unreal. I've had the original AirPods and all 3 gens of AirPods Pro, and have AirPods Max. NC on AirPods Pro 3 is the best by far.
I've had IVRs unable to register my response so they make me use touch tones, and have had CSRs tell me they can't hear me. When I switch to transparency I find I find what it's blocking to be deafening and have to apologize to CSRs because I was being so quiet since it sounds like I'm in a library.
One time I was in a bathroom and couldn't hear a Dyson hand dryer that someone had turned on right next to me. Another time I thought a friend's dog must be whining softly outside the bathroom door. Turned out their kid was running around screaming at the top of his lungs.

The noise canceling is way better on APP3 than any other noise canceling headphones on the market. Certainly better than APP2. Comfort is also way better too. I had to adjust to both APP1 and especially 2 rubbing my tragus raw, and used them both for limited periods until my skin toughened. Not so with these, which is interesting given the HR sensor has to be against the ear's skin. I'm not saying it's not happening to you, as comfort is very subjective. But I'd bet if Reddit's search function worked better you'd find posts from the earlier model launches saying the same thing.
The chip is the only thing that didn't change, and there's obviously no need for it to change given what they achieved with the old hardware. The airflow geometry was completely redesigned, the mics used for NC were upgraded, and the algorithms were retrained on all of that. If you care about NC at all (or the health of your ears) you'd see this is a huge upgrade.
Your focus on hardware makes me think you'd be better served in the Android camp. Apple isn't about the highest end hardware. It's about providing the best experience.
