I would say yes, but it depends on your use case. If you're building something in a small form factor (like mini ITX or a small mATX), the lower power draw and heat from the non-XT might be desirable.

The coupon is not for the United States; it is for foreign countries. I have already dealt with that issue earlier. There's also a different 15% off coupon, PERFECT15, which is only for fashion, and GPU is not considered fashion, unfortunately.
