I spend $1000 on something, but if I spend another 75% which improves the item by 90% and I get a 30% cash back on everything, lots of people are going to do that, as it effectively only costs you $225(22.5%) for that 90% improvement.
Meanwhile, the company sells more and thus makes more.
Also, even if someone doesn't buy the expansion now, they're locked into buying it in the future if needed.
