I've never found steam cleaning magical for either. If you're stovetop is a wreck like mine is, steam will soften whatever is baked on but there is still some elbow grease required to work it off. Worked better on grout (assuming it is sealed) but I found myself running out of water and steam pretty quickly so the process can be slow if you have any quantity of area you want to work on

I often see people mention this cleaning combo, but don't they counteract each other since vinegar is an acid and baking soda is a base? Or is that only in relation to mold?

I have found that vinegar (straight or diluted with water) is an excellent cleaner on its own. I have also found that baking soda mixed with water to form a thick paste is also a great cleaner.
