Unfortunately, most of the lower end rain gear is basically just that - recycled plastic bottles rolled into a sheet of thin plastic and cut/sealed into the shape of a jacket with a zipper. Completely non-breathable, sticks to you just like a Hefty would. It should keep you dry though.
