This has gone on sale at this price for only the second time, so it was definitely not going back and forth for a bit now. Other than that, yes, if you can bag a new-esque condition in open-boxes, then it's an absolute win at this price.

The Walmart deal: Acer Nitro V AI Laptop: 16" 1200p 180Hz, Ryzen 5 240, RTX 5050, 16GB DDR5, 512GB has better/newer specs. The quality of build between Acer Nitro and HP LOQ is debatable.

If I'm not mistaken, the display on that only covers 62.5% sRGB, whereas this has a 100% sRGB, making this a better display overall. This also has a smaller footprint, being 15.6", vs 16" on the Nitro. This also has the GPU set at 100W, whereas on the Nitro it's 95W after boost, and probably 80W without it. Everything else is perhaps better on the Nitro.

Yes, 2 RAM slots. Upgradeable to 32GB. Comes with 1 x 16GB DIMM, so can just add a 16GB instead of having to buy 32.
