Recently bought this from Sams Club, the package does come with clips and screws, each pack has 60 led lights and come with 120 clips and screws for the same

This seems to be the difference. "The primary difference is that RGBIC lights have an integrated control chip that allows multiple colors to display on a single strip simultaneously, while standard RGB lights can only display one uniform color across the entire strip at a time."
