edit: It's not available via amex app or on the website in account offers (at least for me). I had to do a Google search for it, and find it like that to enroll.

Even if Disney wanted to make 0 profit on Disney plus and just charge people the amount it costs to maintain, an ad service would allow them to provide that service at a cheaper price to consumers.
