These get only very gently warm and only, I believe, when the cat is lying on it. Ours is in a cat teepee type thing, and our cat loves it

I have about 10 of these things, if you have a cat it's the best, place a thin towel over the mat to keep it clean and cut down the temp in warmer temps and cooler ect...

Wanted to check and found that this is rated for 6W. Probably fit for purpose while remaining safe. I've seen coffee warmers that are higher wattage.

definitely for for the purpose. No one's trying to boil their cat. They just want the cat to be toasty.

We've had a couple of these K&H heated beds for years, I tested one and it was drawing 4 watts (not sure if it was the same size as this) and that was plenty warm enough. I've even bought a couple for friends/family with elderly pets and they love them.
