I was told that it was fixed when I reached out asking about it and I have made two purchase this week and haven't gotten that fee.:
"Hello, the issue of extra fees incurred when paying with PayPal has been fixed. Payments will no longer incur additional fees. The problem stemmed from conflicting rules between PayPal and banks. some users have already received refunds from PayPal or their banks now."

Looks perfect for indoor hobby crafts.
I haven't purchased from ali in a while so I don't know if they're doing some tariff trickery with their "ships from US warehouse" thing here or if it's one of those third party scams they pull on Walmart's site all the time where they supply a shipping label last minute and then never ship the item out to delay people asking for refunds.
