Maybe it's just because of their poorly formatted mobile site but that link looks like it leads to their 5G - cellular internet for home use - and not Fios.
Edit: weirdly you have to check the address first and then Fios becomes available. There's no direct link?

I think the $60 is very region specific. I see the offer but then I put in my address, and the prices get much more expensive.
