The 18v lines have much more tools options, but are bigger and heavier. All depends on the need.
Some people don't care about different battery lines, but I try to stick with one so I don't need multiple chargers and have to match tool to battery to job.

This Milwaukee M12 combo is a compact starter kit for basic homeowner and DIY work, with the drill driver and impact driver praised for being small, light, and handy for hanging pictures or other general tasks. The included batteries are CP2.0, and the ratchet is brushless, though the kit is not the FUEL version and the ratchet itself is brushed. The ratchet is useful for many projects but only has about 35 pound feet of torque, so it is not meant for lug nuts. It fits best if you want a lighter 12 volt setup and do not mind staying in the M12 ecosystem.
The drill driver can handle general new-homeowner tasks like hanging items around the house.
The kit's ratchet torque is about 35 lb-ft, which suits many project fasteners without lug-nut use.
The non-FUEL tools are smaller and lighter, which can make homeowner use more convenient.
The M12 ecosystem can support long-term household use when paired with the right FUEL tools.
The kit is not the M12 FUEL version, which can limit performance expectations.
Starting in the M12 12V line can soft-lock tool options and increase costs later versus moving to 18V.
The ratchet is not brushless even though the drill/driver is brushless.
The ratchet may be unnecessary for some buyers because its torque is not intended for lug nuts.

Been looking to get an electric ratchet so I don't have to drag out my air ratchet. My M12 brushed drill from many years ago, could use a refresh - the chuck is wonky.
Wow! HD is selling the ratchet for $149 by itself.
Now theres something to be said for the 20v line of generally every company being broader and more capability and starting in 12v might soft lock you into getting other 12v stuff(ie not wanting to keep dual battery lines or even other brands), but personally having a small drill always nearby is super handy. That little guy is probably small enough to keep in an office drawer. I have both 20 and 12v but I always reach for my smaller tools first, really dont want to lug a big old beast around just to drill some holes for hanging pictures.
