What's the deal with the buy one get one for 5% off, don't they typically offer a free battery or tool?

No free tool, only option was the 5% off an add on tool. Probably not the best deal but I needed a Fuel drill & driver set and a paddle grinder. If I were to get the same 2 tool drill & driver set ($399) and add the paddle grinder as the free tool I would have spent $422.94 as I loose the 10% military discount and have to pay the taxes.
