For those wondering, yes it needs both the bridge and the HDMI sync box.

Samsung and LG TVs have an app, but it's tied to the TV and cannot be transferred. Makes it more expensive in the long run. However, if they still have a monthly option it's a good way to see if you use it enough to spend the money on the sync box and commit to the setup. Still need the hue hub for the TV app.

Unless you're keeping the TV for YEARS, then the monthly option makes way more sense sadly.

You do not need a sync box for it to function as a light strip. This includes scenes both dynamic and regular.
You only need a sync box to tap into its ability to match the content shown on your TV.
