I think ARC graphics requires 2 sticks of RAM. HP support lists that the FD1000 series has 2 SO-DIMM slots so does it have 2 12GB sticks or just 1 24GB stick? Also I do not think this has a backlit keyboard which I find more important for non-black keys.

HP shows even the 8GB version as having Intel Arc. Arc 3?

Maybe that just means ARC capable or ARC based. Adding a 2nd stick would enable it. A little disingenuous if you ask me.
It basically needs at least 16GB of dual-channel memory to work.

Anyone know if this is a all metal case or plastic? Is this consumer grade or business?
