Last month I purchased Bounty paper towel online, and I paid mostly with Target circle rewards. When I check the online receipt, the item total took off the Target circle rewards, which is very confusing. Why the online receipt categorized Target circle rewards as discounts? The Bounty was $29.99, I paid $25 with Target circle rewards, the item total on the receipt shows $5.xx. So for P&G rebate, only the $5.xx counts?

any kind of rewards should not be used on P&G rebate submissions, whether Target, CVS Extra Care, Staples Rewards, etc. The rebate terms are very clear that anything that lowers the prices on the receipt (line items) that drop it below $50 pre tax is a no-no.
Just pay with credit or gift cards, never rewards. Only exception are Walgreens "CASH" which hit as a form of payment, not as a coupon type thing.

All manu coupons will stack with the deal if $50 pre Q is added to cart. Can possibly pay $35-40 after manu Q's on $50 and get the $15 TGC. You can decide which items and Q's work best for your shopping needs.

Edit: Just checked and nothing I bought with this promo had a coupon. Phew!
Also, further checked, and none of the items I bought have the $15 rebate from P&G. So I guess that's also N/A for me.

Target store coupons likely would be penalized where the spend threshold is concerned.
yes, you CAN use Manu Q's on items that earn the $15 GC. They don't penalize you, as long as you spend $50 pre tax, pre manu coupons, you'll get it.

Earning the Gift Card is a totally independent issue from getting a rebate. as coupon use of manu coupons on certain brands will impact your spend total.
It is always a good idea to check for digital coupons in your Target APP or online for any brands you may be planning to buy to make the deal hotter, costs you less OOP in the end and you still get the Gift Card on $50 spend pre Q's.
