If this really does ship with the two 400w panels then this is a crazy deal. I think the cheapest this unit has gone for refurb'd was $859/new $1200. The panel is usually is an approx ~$500 add on from what I've seen, so 2 free is a steal if you need the panels or want to flip them.

Going from the IRS website, it says three key things:

How to claim the credit
File Form 5695, Residential Energy Credits with your tax return to claim the credit. You must claim the credit for the tax year when the property is installed, not merely purchased.
