It doesn't need another adapter/upscaler. It it an upscaler that plugs in-between your TV and console, by connecting to either the TV's HDMI port or the console's HMDI port before connecting the HDMI cable. They use the word 'adapter' for 'port' in the listing for some reason.
You just connect this to to the HDMI cable and a USB charger, then plug it in.

Yeah, an adapter to convert RCA, RGB, (composite and component) or the proprietary connector to HDMI.
If you're planning to use any console before HDMI became standard on all consoles around the PS3/Xbox 360 era, you'd have to have an adapter to connect to a modern TV anyways. Most of the older consoles were made for CRT screens and you wouldn't need this anyways.
Read beyond the fine print.

Read up on the product. This is just a version of the mClassic they colored green and slapped a "retro" label on. They have a blue one labeled for the Nintendo Switch and the original was red and was marked as an all-purpose upscaler, mostly for PS3 and Xbox 360.
They've been around for a decade and they've been usable with retro consoles with an HDMI adapter to convert composite, component and other connectors the entire time.
The only reason they've even started selling them at "50% off" is because the market for them just crashed with the launch of the Switch 2. Now, all the modern consoles can render at 1080p and 4k, so these are only sellable to people with older consoles.
