SATA has been scrambling to move some production to India for the US market, so hopefully soon.
Even in the US, bicycles mostly went metric decades before 2009.
There are a number of cases where values are described in non-metric units (tire pressure, tire sizes (but they give ISO metric values too), spokes, headsets, etc.) but the only case I can think of where you'd put a SAE wrench on a bicycle made in the last 50 years would be the pedal with its 9/16" axle.
(And even then you generally need a special wrench -- a standard wrench will not work well.)
I was working under a 2025 Chrysler Pacifica and there were a bunch of bolts that 6mm was too small and 7mm was too big. I tried a 1/4" and it was exactly money. My neighbor's 2016(?) Grand Cherokee has some SAE bolts on it too for some reason.
Too bad a USA president cancelled the transition to Metric back in the 80s, we could have been long past needing to own so many tools.

I mean, I agree, it's weird and it sort of jumps out at you because of the "before 2009" thing but I doubt anyone buying this is doing so for the sake of bicycle repair. It is funny that they threw it in the description though. I'm more surprised that Harley Davidson still uses SAE(?).
I doubt many people will have a use for SAE wrenches 1" and above outside of HVAC but for the price, it's the perfect time to have a few in the drawer just in case.
Or top brand TV/projector mounts like Chief, the bolts that run into the TV are of course Metric, but all the ceiling and wall mounting hardware is SAE. I'm not sure if they believe that they can keep better QC on locally produced hardware or it's some other reason; but it's good to know before you have to ride the Genie Lift all the way back down to grab your SAE sockets.
It will be interesting to see where these wrenches are made, once people start receiving theirs.
