Classically the PC would offer better upgrade options, the mac better baseline performance. Overall simply pick the one that runs the software you need. If you want 32 GB of Ram as a hedge due to expecting prices to keep rising this would be a better deal.

Overall for a simple computer for general work, I would likely lean towards a 16GB/24 GB M4 Mac Mini. If I wanted to game eventually I would get a Mini PC with Occulink assuming the ram value is there.

I've had trouble using one of these to program ESP32s. Anyone else experience this? Wondering if there's a BIOS incompatibility with the drivers. Otherwise, the two BOSGAMEs I have run great.

Make sure to check the cpubenchmark for whichever Ryzen you choose. There are mobile and regular versions of them with different power ratings and speeds.

What exactly is a "Deep Scan" of your config? Was it in the OS Layer? Bios Layer? How does one go about doing that?

The 760M graphics paired with 32GB system memory will do it, but not well. It's about the same as a desktop GTX 960 from a decade ago. For a modern comparison, the lowest end discrete RTX 5050 mobile chip is 2.5X as fast.
