It is thin plastic and double side tapes. You cannot even tell it is there after installed. King Frost also occasionally goes on sale. I live in snow belt east of Great lakes. It works great. Stop all draft and heat loss from leaky window. This is near permanent solution without replacing windows. There are other wind draft solutions if you do not need to insulate the entire window.
