Look at the review photos and that one 4-star review where the guy spells it out for you: this bench cannot go flat. It can go flat-ish only. Designed by people who don't know what they are doing / poor manufacturing tolerances / factory seconds.
EDIT: There are 78 reviews, and a ton of photos (which is curious in and of itself). Is this bench perfectly flat in any of those photos when it is set to be flat? Go see for yourself. To me it looks wonky in every single review photo where it is possible to tell. Poor manufacturing tolerances.

To be fair, there are also pictures of it sitting perfectly flat, so it's not like the bench, as designed, doesn't go flat. It's supposed to go flat, and some people's aren't doing it. Poor manufacturing tolerances is right. Essentially, it may be great and it may be a disaster, YMMV.
Do not buy a cheap bench! The padding sucks. They're rickety. I made the mistake. Don't copy me. Better to have a flat, solid bench than a fancy pile of turds.
