PC Parts Picker shows this video card was selling for 749.99, when it was available. Next available video card is 965.99 at Dell. Both cards are new, not referbished. Woot's price is way too high.

Honestly I'd imagine it's a new card but with a worse warranty if it even has one this price is ridiculous but will sell out due to the poor market right now

Might not be the best price, but Nvidia announced they are discontinuing the 5070ti completely so the prices on these are likely going to climb over the coming months. Scalpers are already starting.

I don't think that NVIDIA announced that it is being discontinued. However, it is expected to be in exceptionally short supply over the coming months.

Nvidia never announced the end of life of the RTX 5070ti. It was a rumor that ASUS, MSI and NVIDIA denied after the rumor spread.
