I think because some people do not have the coupon available on their accounts (myself included), so they think the deal isn't working and downvote without any investigation. Sadly, these Amazon deals involving these kinds of coupons are turning into something of a YMMV kinda deal.
That's my impression, anyway. Any you probably already know about the above, but it may be useful info for those who do not.
