Sadly it isn't just Amazon, but Walmart, eBay, and AliExpress this seems a quite popular tactic as well. But you are right, they (all) need to crack down on it.
That being said, I have a TECKNET BT & 2.4g mouse, purchased 2 months ago, it is great (especially hot swapping from BT to dongle) but one of the side buttons is starting to feel funny (IMO). Still works but their CS is sending me a brand new mouse anyway. No questions asked, no return required on the old one.

I second this. Amazon et al are complicit in deceiving the consumer when they permit swapping like that while maintaining all the review history from the previous product.
