Retailers cannot legally sell American flags that were manufactured outside the U.S.. A Minnesota law, passed in 2007 (Minn. Stat. 325E.65), stipulates that any American flag sold at retail must be made in the USA. Harbor has a product overview statement "Not available in Minnesota." Surprised?
